All Muslims, whether Saudis or non-Saudis need authorisation (either Hajj visas or Hajj permits) to enter the Holy City of Makkah and the Holy Sites during Hajj The Ministry has been cracking down on fraudulent companies providing false documents. "The Ministry of Haj is sending inspectors to visit domestic Haj groups in order to identify fraudulent companies, said Ibrahim Al-Jabiri, director general of the Department of Domestic Pilgrims at the ministry."
